2013年9月9日，由质检总局办公厅、特种设备安全监察局、以及北京市质量技术监督局等联合主办，主要面向公众宣传《特种设备安全法》和电梯安全知识，营造安全乘梯氛围的“电梯安全宣传周”活动在京启动。重点组织开展 “走进电梯”、专家网络访谈以及编播公益广告等一系列活动，大力宣传《特种设备安全法》和电梯安全工作。

国家质检总局副局长陈钢在启动仪式表示，今年的6月29日，我国颁布了《特种设备安全法》，对电梯等特种设备提出了一系列新制度。这部法律在我国特种设备发展史上具有里程碑意义。多年来，国家质检总局一直高度重视电梯安全工作，通过完善规范和标准、加强监督检查和检验检测、开展隐患排查和专项整治等一系列措施，使得电梯事故万台死亡人数趋于平稳下降，保持了总体稳定的态势。

国家质检总局副局长陈钢介绍说，随着《特种设备安全法》的出台，由于电梯涉及公共安全，与人民群众日常生活息息相关，电梯安全已经成为群众关心、媒体关注，涉及民生的重要问题。随着电梯数量的激增、设备的逐渐老化，以及我国电梯普遍存在的大客流、高负荷的使用情况，电梯安全形势日益严峻，监管压力也越来越大。

Elevator safety has become an important issue of mass concern, media attention and people's livelihood. With the surge of the number of elevator, the gradual aging of the equipment, and the application of the large passenger flow and high load in China's elevator industry, the safety situation of the elevator is becoming increasingly severe, and the regulatory pressure is also increasing.

为此，在“电梯安全宣传周”期间，质检总局将组织相关政府官员、行业专家、物业管理者等多方面人士，就群众关心的电梯热点问题开展网络访谈。同时，在“电梯安全宣传周”乃至整个“质量月”期间，在广播电台还投放电梯安全公益广告，在每天的多个时段滚动播出，传播电梯安全知识，提高安全乘梯意识。

Meanwhile, during the "Elevator Safety Promotion Week" and even the whole "quality month" period, the elevator safety public service advertisement was also put on the radio station, which was broadcasted in a number of times every day, spreading the knowledge of elevator safety and improving the sense of safety ladder.

陈钢说，国家质检总局将坚决贯彻落实党中央、国务院领导对安全生产工作的指示精神，推进电梯安全监管的职能转变，推动建立地方政府“党政同责”，相关部门“一岗双责”，形成多元共治的监管格局，减少事故的发生。同时，也希望新闻媒体的朋友们和我们一同呼吁，全社会要共同关注电梯安全，形成“电梯安全，你我有责”的共识。
