随着城市现代化进程的加快,居民的生活条件越来越好,电梯作为一种大众性的垂直运输工具,和汽车作为出行交通工具一样,不可缺少。作为一种自动化的机电设备,使用过程中发生故障客观上不可避免。如何通过规范管理、正确使用来降低它的故障率,使它更好地为我们服务,是大众关心的热点问题。为普及电梯安全知识,提升公众对电梯使用安全和管理工作的认知水平,贵州电梯看到质监局特检院编写了“电梯安全十问十答”,供公众阅览。

How to reduce its failure rate through standardized management and correct use, so that it can serve us better, is a hot issue of public concern. As the popularity of elevator safety knowledge, enhance public awareness level of elevator safety and management work of the special inspection institute, Guiyang Quality Supervision Bureau prepared a "elevator elevator safety in a ten", for public reading.
一、电梯使用安全管理的责任主体是谁?

答:根据《中华人民共和国特种设备安全法》第十三条之规定,电梯使用单位及其主要负责人对其使用的电梯安全负责,是电梯使用安全管理的责任主体。

二、电梯使用单位如何确定?

答:按照《贵阳电梯电梯安全管理办法》和《贵阳电梯人民政府办公厅关于进一步加强电梯使用安全工作的意见》(闽政办〔2015〕100号)规定,电梯安装后,建设单位尚未移交给电梯产权所有者的,该建设单位为电梯使用单位;委托物业服务企业或者其他管理人管理的电梯,受托人为电梯使用单位;未委托物业服务企业或者其他管理人管理的电梯,属于单一产权所有者的,该产权所有者为电梯使用单位;属于多个产权所有者的,应当协商明确其中一个产权所有者为电梯安全使用管理人,其他产权所有者承担连带责任;出租配有电梯的场所,租赁合同中应当约定电梯使用单位,未约定的,电梯产权所有者为电梯使用单位;政府出资建设的公共租赁住房内所安装使用的电梯,房屋产权人应负责落实电梯使用单位;多个产权所有者无法确定使用单位的,由所在乡(镇)人民政府、街道办事处协调确定电梯使用单位,经协调仍无法确定使用单位的,由乡(镇)人民政府、街道办事处代行或指定电梯使用单位,并告知电梯产权所有者,产权所有者承担连带责任。

三、电梯使用单位的主要管理职责有哪些?

答:(一)在电梯投入使用前或者投入使用后30日内向特种设备安全监督管理部门办理电梯使用登记,使用单位变更的,应当自变更之日起30日内办理变更登记。

(二)在电梯显著位置粘贴电梯使用标志、安全使用注意事项、安全警示标志、维保质量监督卡和标明应急救援电话。

(三)建立安全技术档案,建立岗位责任、隐患排查治理、应急救援、电梯钥匙使用管理等安全管理制度,制定操作规程,保证电梯安全运行。

(四)应当在电梯使用标志所标注的下次检验日期届满前1个月,向特种设备检验检测机构提出定期检验申请,缴纳电梯检验检测费用,并配合做好检验检测相关工作。

(七)委托取得相应许可的单位进行电梯日常维护保养,并与维保单位签订维保合同;维保单位变更时,在新合同生效后10日内,持维保合同等相关资料到原登记机关办理变更手续,并且更换电梯内维保单位相关标识。
