《报告》显示，据不完全统计，我省符合加装条件的既有建筑约4万栋。这部分建筑多在上世纪八十年代至九十年代建造，居住着大量的老年人，因此，对这些既有建筑采取适老性改造，加装电梯有着现实需要。

旧楼加装电梯，解决技术问题是第一步。业内分析，随着《四川省既有建筑电梯增设及改造技术规程》等一系列文件的出台，既有建筑加装电梯的技术难题已经突破，但省特协在调研中发现，实际加装成功的例子不算多。以达州为例，目前在该市建设局办理开工手续的有230台左右，已验收的有90台，安装完毕的不到计划安装数量的4成。
